Major changes to the approval scheme for hot work – what you need to know before 2026

Finans Norge Forsikringsdrift (FNF) has decided to comprehensively update the approval scheme for hot work. The changes will come into effect from 1 January 2026 and involve both structural and pedagogical improvements. The goal is clear: fewer fires and higher quality training – with clearer requirements for both participants, instructors and course providers.

Why a new approval scheme?

Safety around hot work has been a central issue since 1989, and the system with certificate requirements was introduced in 2001. Despite good results, the system has been adjusted little in over 20 years. Now, FNF, in collaboration with the industry, has reviewed the entire system with the aim of adapting it to today's needs - without compromising quality and safety.

These are the most important changes

✔ First-time course: Now also available as e-learning

From 2026 you can take an initial course in hot work either as:

  • Classroom course with an approved instructor, with practical firefighting exercises along the way , or
  • Online course (e-learning) from an approved supplier, provided that the firefighting exercise is carried out in advance (maximum 12 months before the start of the course).

👉 Important: All courses include an exam, and both teaching materials and tests are provided by the Norwegian Fire Protection Association.

✔ Renewal course every 5 years – digital and free

Refresher courses are conducted digitally and are free of charge for the participant. Instead, an approval fee will be charged, set by FNF and regulated through an agreement with the Norwegian Fire Protection Association.

✅ Requirements: valid certificate and documented practical firefighting training (max. 12 months prior).

From January 1, 2026 , e-learning providers cannot offer refresher courses – this is handled centrally.

✔ Firefighting exercises: Eco-friendly VR solutions are taking over

The traditional firefighting drill with open fire is being phased out. From January 1, 2027, only digital VR firefighting drills will be valid. This reduces the environmental impact and makes training more accessible – without compromising the learning effect.

New requirements for instructors and e-learning providers

🎓 New qualification requirements for instructors

New requirements apply to anyone wishing to become a hot work instructor from autumn 2024. Existing instructors must renew their approval by 30 June 2025 , regardless of the validity of the certificate.

Instructors who do not comply with this by the deadline will lose their approval.

🌐 E-learning providers: New agreements and requirements

  • From August 1, 2024, new players can apply for approval.
  • Existing suppliers must renew their approval and sign new agreements by June 30, 2025 .
  • From 2026 , no providers can offer renewal courses – this happens centrally.

What does this mean for you as an employer or course participant?

The changes mean that you now have to plan hot work training in a new way:

  • Make sure to keep up with new requirements for instructors and course content.
  • Plan a practical firefighting exercise well in advance of your course or renewal.
  • Choose a course provider that is up to date with the new requirements.
